AoW: Planetfall is at its best when you're against a tough opponent and beat overwhelming odds (usually due to AI cheats) through the use of tactics and smart mod selection on your units to give them the tactical edge to allow you to win fights unscathed. If you prefer strategy to tactics, something like Endless Legend is probably more up your alley. It's kind of just there to give a small amount of context so that the battles aren't completely without purpose. The strategy layer isn't supposed to be complex. HoMM is about stacking numbers and having very strategic, rather than tactical battles, while AoW is much more about the use of tactics, including understanding minutiae of units down to their resistances, abilities, on-hit effects, and how to utilize positioning, cover, and order of execution within turns to maximize combat efficiency. I think this is a common reaction from Heroes players about Age of Wonders despite being superficially very similar, the two games offer very different experiences.
